
Meeting in Cadiz of the Moroccan-Spanish Commission to Prepare Operation Marhaba 2025
The Moroccan-Spanish joint commission met on Wednesday in Cadiz. This meeting was co-chaired by Khalid Zerouali, Director of Migration, and Susana Crisóstomo, Spanish Secretary of State for the Interior.
Enhanced Coordination
The discussions focused on the preparations for Operation Marhaba 2025. The goal is clear: to ensure safe, smooth, and well-organized crossings for Moroccans living abroad.
An Ambitious Moroccan Plan
Morocco is planning a robust national strategy. It includes:
- 29 ships operated by 7 shipping companies;
- 12 routes accommodating over 41,000 passengers and 10,800 vehicles per day (specifically on the Tangier Med–Algeciras route);
- Improvements to the ports of Tangier Med, Nador, and Al Hoceima.
Social and Medical Support
More than 1,200 personnel will be mobilized to assist travelers, including doctors and social workers. Health support will be provided along the routes, featuring medical teams, ambulances, and temporary rescue centers.
Spain’s Mobilization
Spain is preparing its ports, particularly those in the province of Cadiz. These ports handle approximately 70% of Marhaba traffic. The measures include:
- Enhanced security;
- Presence of the Red Cross;
- Creation of rest and information areas.
A Clear Communication Strategy
Both countries are also relying on effective communication. The aim is to inform travelers about procedures, schedules, and health regulations. Emphasis will be placed on clarity and accessibility of messages.
Exemplary Cooperation
According to Ms. Crisóstomo, Marhaba is a prime example of cooperation between Morocco and Spain. Each summer, over 3 million passengers and 800,000 vehicles cross the Strait of Gibraltar. With this preparation, the 2025 edition is expected to be smooth and secure.
