Transport Budget in Morocco: +43% for 2024, Maritime Impact

The investment budget allocated under the finance bill for the year 2024 to the Ministry of Transport and Logistics, as well as to the public institutions under its supervision, amounts to 10.6 billion dirhams (MMDH), compared to 7.6 MMDH in the 2023 finance law, representing an increase of 43%, stated the Minister of Transport and Logistics, Mr. Mohammed ABDELJALIL, on Monday, October 30, 2023, at the House of Representatives.

The Ministry of Transport and Logistics will benefit from a significant increase in its investment budget for 2024, thanks to the finance bill. The allocated amount stands at 10.6 billion dirhams (MMDH), which is a 43% increase from the 7.6 MMDH of the previous year. This announcement was made by Mr. Mohammed ABDELJALIL, Minister of Transport and Logistics, during his presentation before the House of Representatives on October 30, 2023.

This funding will be distributed across several sectors, including rail transport (6.1 MMDH), air transport (3.2 MMDH), road transport and road safety (876 million dirhams (MDH)), logistics (310 MDH), maritime transport (26 MDH), and cross-sectoral areas (58 MDH).

The Minister emphasized the increasing importance that the government is placing on this sector, due to its central role in addressing future challenges related to economic, social, and environmental sectors.

Regarding the operating budget of the Ministry, it includes 126 MDH for equipment and various expenses, as well as 189 MDH for personnel costs. The Ministry will continue to strengthen its human resources by recruiting new employees, with the creation of 80 new budgetary positions in 2023 and 50 positions in 2024.

The Minister also highlighted the achievements of the current year and his action plan for 2024, which focuses on the mobility of people, logistics and goods transport, improving governance in the transport and logistics sector, and enhancing the role of the administration to be more accessible to users.

Concerning the projects for extending the high-speed rail network to Marrakech and Agadir, the Minister explained that they will require a budget envelope estimated at 1.5 MMDH under an agreement signed between the State and the National Office of Railways (ONCF).

The Improvement of the Capacity of National Airports Will Also Be a Priority…

The enhancement of the capacity of national airports will also be a central focus in 2024, with the construction of a new control tower at Dakhla Airport and preliminary studies to increase the capacity of other airports.

Regarding logistics zones, technical and architectural studies will be finalized for several of them in 2024, along with the initiation of the process to mobilize the necessary real estate for their development.

Finally, efforts will be made to qualify professionals in the road freight transport sector, with the launch of a new vehicle fleet renewal program.

The Ministry is also committed to improving governance in the sector, with the development of a national charter for sustainable mobility and the restructuring of the National Transport and Logistics Company (SNTL) to establish a program contract with the State. Legislative projects and agreements also aim to transform the National Airports Office (ONDA) into a public limited company.
