Strengthening Morocco-Emirates Ties: Strategic Maritime Agreement


During the official visit where His Majesty King Mohammed VI, may God assist him, was invited by the Emirati Head of State, Sheikh Mohammed bin Zayed Al Nahyan, several memorandums of understanding were exchanged at a ceremony held at the presidential palace « Qasr Al Watan » in Abu Dhabi on December 4, 2023. These agreements strengthen the strategic ties between Morocco and the United Arab Emirates, particularly in key sectors such as investments, infrastructure projects, energy cooperation in Africa, and the development of the maritime fleet, thereby underscoring the commitment of both countries to promote economic growth and progress in the region, with a particular focus on maritime development in Morocco.

Strategic Partnerships between Morocco and the UAE:

The key areas covered by the agreements include:

  1. Investments in Infrastructure:
    • Identification of investment opportunities in infrastructure.
  2. Port Development:
    • Planning and management of ports, with a focus on Nador West Med and the Atlantic Port of Dakhla.
  3. Energy Cooperation in Africa:
    • Opportunities for cooperation in economic partnerships and the development of energy infrastructure, including the Africa-Atlantic gas pipeline project.
    • Planning and development of the integrated « Dakhla Gateway to Africa » project.
  4. Maritime Fleet:
    • Creation and management of a commercial maritime fleet.

Commitment of Morocco and the UAE:

The Minister of Equipment and Water, Mr. Baraka, signed a memorandum of understanding with his Emirati counterpart, highlighting the strategic importance of the ports, particularly Nador West Med and the Atlantic Port of Dakhla, which will benefit from Emirati investments.

The Mohammed VI Fund for Investment, led by Mohamed Benchaâboun, will play a central role in the implementation of the agreements. It is committed to facilitating the financial structuring of projects, working closely with Emirati partners to ensure the swift realization of initiatives in the sectors of transport, airports, water, and energy.
