
Success of the First Seminar on Port Tugging in Morocco Organized by ARMA
The Moroccan Shipowners Association (ARMA) organized a seminar on Friday, September 27, 2024, in Casablanca, themed: Port Towage: Challenges and Perspectives.
This seminar saw the participation of various public and private stakeholders representing the maritime and port transport sector: the Directorate of Merchant Marine (DMM), the ANP, Tanger Med, the Directorate of Ports and Public Maritime Domain (DPDPM), as well as industry professionals, primarily shipowners and maritime agents, members of ARMA and APRAM, along with port towage experts from Europe and Africa.
This gathering, the first of its kind ever organized on port towage in Morocco, provided an opportunity to assess the state of port towage activities in the country, which have seen significant development since the implementation of port reforms.
Over the past two decades, Morocco has developed a world-class port infrastructure, with maritime traffic surpassing 200 million tons for the first time in its history in 2023. This achievement could not have been realized without port towage operators capable of meeting the challenges of this complex activity, which requires extensive technical expertise and towing units that adhere to the highest standards.
Participants at the seminar also paid tribute to national port towage operators, particularly the SCRA Group and OFFSHORE Morocco Group, for their significant contributions to the development of this sector in Morocco over the years.
Today, the port towage activity is poised for substantial growth with the construction and operation of new ports and terminals: Port Nador West Med, Port Dakhla Atlantique, the new Port of Laayoune, as well as the continuous increase in traffic at the 14 existing ports open to international trade.
Additionally, the adoption of new ASD technology on board tugboats, the increasing size of container ships, and the training and availability of maritime personnel represent new challenges that the port towage sector will need to address in the coming years.

Participants at the seminar unanimously agreed that port towage in Morocco has promising development prospects and should be cited as an example of public-private partnership that has enabled the Kingdom to have 14 service shipowners, operating a fleet of nearly sixty tugs under the Moroccan flag, providing employment for over 500 qualified sailors.
In this regard, they called for inspiration from the port towage model as part of the new strategy to rebuild a strong and competitive merchant marine fleet.
